Ruto Defends Housing Levy as Contributions Hit Ksh73 Billion

President William Ruto has issued a robust defense of the contentious housing levy, declaring that the funds are being meticulously managed and are already delivering tangible benefits to Kenyans. His statement comes as new figures reveal the government collected Ksh73 billion from the levy in the 2024/2025 financial year, a significant jump from Ksh54 billion the previous year.

Addressing graduate interns hired under the Affordable Housing Programme at State House, Nairobi, on Friday, Ruto dismissed widespread criticism and legal challenges that have plagued the levy since its inception. He framed the program’s progress as a triumph of steadfast leadership over protest threats and public doubt.

“There is nothing we cannot do if we believe in ourselves and if we provide the right leadership. If I were a coward, this project could not have happened the way they threatened me with protests,” Ruto asserted.

The President singled out salaried Kenyans for particular praise, calling them the unsung heroes of the initiative. “I want to thank public servants and working Kenyans who contributed to the housing fund. They are the heroes of this programme; they are the ones who have made this programme what it is,” he said.

He sought to assure all contributors that their money is protected and will be used exclusively for its designated purposes. “I want to tell them about every cent that they have contributed to the housing fund. I take full responsibility for it must be put to good use, and it must develop the houses, the markets, the hostels and the markets,” Ruto added, promising transparency and accountability.

The Housing Levy, established under the Finance Act of 2023, mandates a 1.5 percent deduction from an individual’s gross salary to finance the construction of affordable housing for low-income earners. Despite facing multiple court battles that forced legislative amendments, the government reports that revenue collection has consistently improved.

Ruto’s remarks underscore his administration’s commitment to the flagship project, positioning it as a cornerstone of his legacy and a test of national resolve. As the fund grows, the focus now shifts to the visible and rapid deployment of these billions into actual houses, markets, and hostels across the country.
