Kibor Appointed as New JSC Registrar

The Judicial Service Commission has made an important leadership announcement with the appointment of Robert Kibet Kibor as its new Registrar. The appointment came through a competitive recruitment process and marks a significant moment for the judiciary's administrative structure.

Kibor's appointment fills a gap that emerged when former Registrar Winfridah B. Mokaya was promoted to the position of Chief Registrar of the Judiciary in March this year. Since Mokaya's elevation, Isaac Wamaasa has been holding the fort as Acting Registrar, providing continuity during this transition period.

The new Registrar brings considerable experience to the role. He has been serving at the JSC since 2012, when he started as a Legal Researcher. Over the years, he has worked his way up through the ranks and was most recently serving as Assistant Director in the Legal Services department. This steady climb through the organization gives him deep knowledge of how the Commission operates.

Beyond his time at the JSC, Kibor is a qualified Advocate of the High Court with fourteen years of experience practising law. His educational background is solid and impressive. He holds a Master of Arts degree in International Relations from the United States International University, where he specialized in Foreign Policy and Diplomacy.

He also earned a Bachelor of Laws degree from Moi University and completed a Postgraduate Diploma at the Kenya School of Law. Additionally, he has completed various professional training programmes in strategic leadership and corporate governance.

The JSC followed a proper recruitment process for this important position. The position was advertised on January 16, 2026, and candidates were interviewed on June 30, 2026. This competitive approach ensures that the best person was selected for the job.

In his new role, Kibor will be responsible for providing strategic leadership and oversight in managing the Commission's technical and shared services functions. He will answer to the Chief Registrar of the Judiciary and serve as Secretary to the Commission.

His responsibilities will include supporting the Commission in implementing policies, strategies and programmes aimed at strengthening how the judiciary operates, ensuring it remains effective and accountable.

The JSC has expressed confidence in Kibor's appointment, extending congratulations and wishing him well as he takes on these important responsibilities. The Commission has also reaffirmed its commitment to promoting the independence and accountability of the Judiciary while ensuring the administration of justice remains efficient, transparent and serves all Kenyans fairly.
